Safe & Affordable Housing and Energy

Safe and secure housing is a fundamental need of people. HACAP’s housing programs for low-income households work to sustain current housing and utilities. Programs for homeless households provide housing and resources to transition people from a homeless economic condition to self-sufficiency.

Assessment and Resolution Energy Counseling
HACAP’s Assessment and Resolution Energy Counseling program (A&R Program) is established in order to provide energy efficiency education, budget counseling and incentives for qualified households.
Embrace Iowa
Embrace Iowa is an annual program that provides a benefit for up to $500 for emergency relief. Relief is awarded between December 15th and January 15th.
Energy Assistance
Energy Assistance program provides energy crisis and bill payment assistance to elderly, disabled and low-income households.
Lead-based Paint Services
According to the CDC lead poisoning is one of the most preventable child health problems today. HACAP's state certified inspectors can provide you with services to know if and where your home has lead-based paint concerns.
Permanent Housing
HACAP manages a number of apartments and single-family dwellings for low-income families with children in the Linn county area.
Permanent Housing for Chronically Homeless Individuals
This program is designed to provide safe long-term housing for homeless individuals currently living in places not designed for human habitation.
Transitional Housing
The program offers support services to families to assist them toward their goal of self-sufficiency and establishing a permanent housing situation for them and their families.
Weatherization
The Weatherization Assistance Program works to reduce personal utility costs by improving the housing stock of low-income individuals and families.
Weatherization Statewide Training Program
The American Recovery and Reinvestment Act (ARRA) Statewide Weatherization Crew and Contractor Training Program, provides Weatherization crews and contractors training on basic Weatherization techniques. The training program is based upon the Iowa Weatherization Work standards and is designed as a café program which can be customized to include individual components or taken in its entirety.
